West Bengal fixes minimum wages by scheduled employment (Labour Department fixation/revision notifications, most of the current ones dated 29.12.2016) and the Labour Commissionerate (Statistics Section) publishes a circular every six months with the consolidated rates including the variable dearness allowance, for January 1 to June 30 and July 1 to December 31. Rates are stated per month and per day (monthly rate divided by 26) for four skill bands (unskilled, semi-skilled, skilled, highly skilled) and two zones; Zone A covers areas under municipal corporations, municipalities, notified areas, development authorities and thermal power plant areas including townships, Zone B the rest of the state. Some employments (e.g. brick manufactory, cinema, construction, drugs and pharmaceuticals) have separate circulars and a single state-wide rate.
