Since the 18th Amendment (2010) labour is a provincial subject; each province (and the Chief Commissioner for Islamabad Capital Territory) notifies a monthly minimum wage for unskilled workers under its own Minimum Wages Act, usually for the fiscal year from July 1, often weeks after the federal budget announces a figure. The federal row here is the Finance Division's minimum wage / gross salary for federal civil employees that implements the budget figure. Provincial and ICT rates are in child jurisdictions.
